Yes, you can work in saudi if you have debt or if u have a blacklist or ban in UAE.

Gcc countries are dosent mean that they share the records of the people living. Working and visiting those countries. There are three departments in UAE which have same system, labour. Immigration. And police, the case filed with any one of them automaticaly updated in all these three departments systems. But there is no way to share those records with any GCC country.
