I know Skype is banned in Dubai and Abu Dhabi, just wondering if the same is true for Qatar. What if you load the software onto your computer prior to arriving?

Skype isn't banned in Qatar, but it is blocked from time to time. But yes, if you install the software onto your computer before you arrive it usually works fine. If you want to be extra sure you'll have access, set-up a Virtual Private Nework (VPN) BEFORE you arrive as well. Black Logic and Banana are two reliable options. You can use a VPN to access blocked sites, and they're not expensive to arrange.

Why one of the most advance and cultured country like Qatar is blocking Skype sometimes ?

Well, I think your question begs another, can a country really be considered cultured and advanced if they're making the decision to put limits on communication or to control certain business ventures by international players?

It is simple economics; if you allow Skype, phone companies run out of business.
