Is it compulsory to have a rent agreement before applying for dependant visa for oman?

Hi friends Is it compulsory to have a rent agreement before applying for dependant visa ( spouse ) for Oman . I heard about the changes to the visas for Oman - how long will it take to process my family residence ( dependant ) visa? If any one knows about it plz friends reply at the earliest.
