Pardon, but what is a Padron, do I need one as a non-EU national and where do I get one?

A Padron, formally known as a Empadronamiento,  is a town hall registration. It basically is a process that tells Big Brother, I am living in this area. Though, it also helps with a lot of legal processes - like registering your student for state Spanish schools and for making sure you can import your household itemd duty-free from abroad.

DO PERSONS WHO ARE NON-RESIDENTS ,BUT OWN A PROPERTY ,AND USE IT 5 MONTHS PER YEAR, NEED TO REGISTER ON THE LOCAL PADRON, SO THAT THE LOCAL COUNCIL CAN GET FUNDING FOR THE FACILITIES THAT EVERYONE BENEFITS FROM,ie. roads,police,street lighting etc.
