Every bank offers online accounts these days. I have recently opened a savings account with the Emirates NBD bank and I am quite happy with their services. Now I can track all my transactions online with a few clicks of a mouse. I would suggest visiting their website for more information on online banking.

I second NBAD. It may not be as user-friendly as some of the Western banks, but it's easy enough to manage the money online.

Emirates NBD has one of the most user-friendly online banking platforms and allows you to make many different kinds of payments (utilities, fines, airlines, telecom, credit cards from other providers), and transfers (including Western Union) online.
They have quite a few options for both savings and checking accounts; not to mention the most ATMs and Branches in Dubai (if that is where you are living).
