work from home rights in Delhi

My question: an Indonesian origin female from Germany is planning to accompany her husband for an year or two to Delhi. She has a work from home consulting opportunity in hand already plus she is looking at setting up a company in India. I would like to know if she needs a visa in india to work from home? and whats the procedure to set up a company in india?
