How do you start a business in Australia?

Hello there, my dad and I are planning to move to the Sunshine Coast, Australia in a year or two, and my dad wants to start a computer software business over there. Is the Sunshine Coast a good place to actually start a business? Or can we do it in another Australian place, because the Sunshine Coast is just palm trees and surfing.
