Is it hard to relocate to Saudi Arabia?

Hi I am seeking work in the oil and gas sectors for mainly Technical Clerk/Document Controller work, I have have applied through many agencies but I am not successful in gaining interviews, just enquiring whether it is hard to gain employment abroad as living in the UK?
