Hi, My husband and I are planning to move to Dubai from Croatia for work and I have a question. If a work permit for a man is issued in Dubai, is that permit valid in the whole Gulf Cooperation Council or only in Dubai? Thank you!

I was offer an employment in shell oil and gas in Abu Dhabi that I will be one to incure the expense on valid entry visa and working permit paper and it will be refund back to me on arrival I don't know may be is scam or real
