Hi Jonny, public transport in Kuwait is not very extensive and only really consists of buses. The majority of Western expats living in Kuwait buy or rent a car. Taxis are also widely available and are popular among expats. It's possible to get around Kuwait City without a car, but it's definitely worth purchasing your own vehicle when you get there. Personally, I have a car, I would suggest you check the duration of your stay. If you are staying for like few months cabs can do else book a car. You also get easy car loans here at banks.
